Android SDK Tools is a freeware software app filed under programming software and made available by Google for Windows.
Once the download is complete,paste downloaded ZIP(or other format for other os) file in your flash/pen drive and paste the zip file at android sdk dir/temp (ex:- c: android-sdk temp) folder/directory in your offline machine. The Android SDK Manager, manages various Android SDK versions, tools and various other useful packages that you can select and download, to keep your development environment up-to-date. Download, unzip, and run bin/sdkmanagerto download whatever platform(s) you need.
